ADA Requirements
Provide access to half of the elevated activities on the structures.
For small structures, this includes a transfer system or equivalent access. For structures of 20 or more elevated components, this includes wheelchair access to 1/4 of the elevated play components and transfer system or equivalent access to 1/4 of the elevated play components.

A transfer system consists of a ground-level transfer point accompanied by components with rises in increments of 8" (20,32cm) or less, providing accessible change in elevation within a playstructure. Remember, if a slide or climber can be reached by a transfer system or wheelchair access, it should exit over accessible surfacing in order for it to be considered accessible.

Provide an accessible route to the playstructure.
Accessible routes within the safety surfacing area of the playground may be accomplished using a pathway of unitary material such as rubber tiles or by covering the entire use zone with an engineered wood fiber product that has been tested and maintained for accessibility.

Provide an accessible route to the playground.
Include an accessible path into the safety surfacing of the playground and connect this entrance to other accessible routes on the site such as building entrances, parking areas, and sidewalks.

Make one of each type of ground-level activity accessible.
For each type of ground-level play experience offered in a playground (swinging, rocking, climbing, activity panel, etc.), make sure at least one of each type is located along an accessible route or over accessible surfacing. For example, if you have swings on a playground, make sure at least one is located over accessible surfacing.

Provide access to ground-level play components.
You must provide a specific number of accessible ground-level play components based on the number of elevated play components in your play area.

For example: If a play area has 10 elevated play components, at least 5 must be accessible. 
In addition, 3 accessible ground-level components are needed, each a different kind of activity.
